A Letter From Governor Jim Doyle

Dear Ms. Schmidt:

Thank you for contacting me about puppy mills in Wisconsin. I share your concern about the inhumane treatment of animals and the need for effective regulation of pet dealer and kennels in Wisconsin.

Problems with regulating these businesses began when former Governor Scott McCallum put into the statutes a measure that did not have any funding or staff to protect animal welfare. I could not support a system that would be ineffective in protecting animal welfare, and would have diverted resources away from other critical animal health and safety efforts. I am willing to give thorough consideration to new pet facilities legislation but, unfortunately, the bill that was introduced in the last session of the Legislature did not pass and was not sent to my desk for consideration.

Laws against puppy mills and inhumane treatment of animals do exist and are enforceable. Local governments are still able to appoint humane officers with the power to investigate cases and seek prosecution. If a humane officer is also a law enforcement officer the officer may execute search warrants and make arrests. I am supportive of any and all efforts by local officials to enforce these laws, and the Department of Agriculture, Trade and Consumer Protection will continue to offer the best training available for local humane officers.
