YES!!!!!

MADISON (WKOW) -- A new piece of legislation introduced Wednesday could put an end to puppy mills in the state. It's call the Commercial Dog Breeders Licensure Bill and it's a bi-partisan plan to end the puppy mill problem in Wisconsin.
"I know first hand what is going on in our state because more and more irresponsible breeders are defecting to Wisconsin and taking advantage of our lax regulations," says State Democratic Representative Jeff Smith of Eau Claire.
Representative Smith hopes the introduction of this bill prevents disreputatable breeders and sellers from setting up shop in Wisconsin. He says this bill goes a long way to protect the dogs, responsible breeders and people who purchase dogs as pets.
"The dog breeder doesn't even want them to see the facility from where the puppy is coming from they are come to find out much down the road that the promises made about their puppy are not true and they're not able to do anything about it," says Smith.
This bill will require all dog breeders, pet stores, animal rescues and dog auctions that sell at least 25 dogs a year to be licensed by the state and maintain standards of care for the dogs.
Eilene Ribbens of the Wisconsin Puppy Mill Project says she worked with Representative Smith and the other sponsors and is pleased with the bill.
"I like the idea that they start at 25, we believe that anybody who is selling more than 25 dogs a year is running a business and as Wisconsin regulates businesses, those businesses should be regulated," said Eilene Ribbens.
If passed, an advisory commitee will establish the rules and regulations for the dog breeders and sellers and it will be enforced by the Department of Agriculture, Trade and Consumer Protection.
